Portmore Citizens Advisory Council 
The Portmore Citizens Advisory Council affords the Citizens of Portmore the opportunity to participate in the governance process of the Municipality. This elective body comprises the following citizens groups and professional organizations.
• Portmore Joint Citizens Association
• Greater Portmore Joint Citizens Association
• Lay Magistrates Association (Portmore Chapter)
• Jamaica Constabulary Force (Portmore Officers)
• Kiwanis Club of Portmore
• All Hellshire Leadership Council
• Portmore Medical Fraternity
• Portmore Chambers of Commerce and Industries
• The Legal Fraternity
• The Institute of Chartered Accountants of Jamaica (Portmore Chapter)
• Jamaica Council for Persons with Disabilities (Portmore Members)
The PCAC has a Local Public Accounts Committee (LPAC) with the power to audit and investigate the financial activities of the Council.
These powers were approved by an Act of Parliament passed May 23, 2003 and duly signed by the then Minister of Local Government.
The Portmore Model
This model of Governance was first established in the Municipality of Portmore; it is however hoped that all other Councils in Jamaica will eventually adopt this participatory model. The Advisory Council meets once per month and accepts complaints from citizens who have issues with the Council or other issues in Portmore.
